The Residence Review Board

The Residence Review Board is an independent judicial appeal body established in 1991 under the Immigration Act 1987 (the Immigration Act). 

Members of the Residence Review Board are appointed for fixed-terms by the Governor-General of New Zealand, on the recommendation of the Minister of Immigration.  For the purpose of determining any appeal before it, the Residence Review Board consists of one member.

Function of the Residence Review Board

The function of the Residence Review Board is to consider on the papers and decide appeals brought under section 18C of the Immigration Act by unsuccessful applicants for New Zealand residence visas or permits.

The Appeal Authorities Secretariat

The Residence Review Board is supported and serviced by employees of the Department of Labour known as the Appeal Authorities Secretariat.  The Secretariat's role is to provide administrative and secretarial support services to ensure that the Residence Review Board can efficiently and independently carry out its judicial functions under the Immigration Act.
